In terms of cultural dominance, ubiquity, long-term appeal, acclaim, and pretty much every other metric but chart performance, I agree.
Katy has had a few singles that have done better than Baby One More Time on the Hot 100; Dark Horse may very well make the all-time chart when it's next updated.
