And if you count the mail order CDs through companies like BMG, Come On Over pulls ahead of Metallica's Black Album by well over one million copies. So technically, Come On Over is still the top selling CD of the Soundscan era. And this is coming from an Active Rock and Metallica fan.
As for You're Still The One, a CD Maxi Single of The Boy Is Mine was released to extend the latter songs stay at #1 for 13 weeks and force the former song to peak at #2 for 9 weeks.
TBIM originally had 2 million regular CD and Casette singles, and YSTO was still going strong (it sold 1.5 million regular length CD and Cassette Singles). So the label behind TBIM released 600,000 CD Maxi Singles to keep it on top. Shania's label responded with their own CD Maxi Single that sold almost 500,000 copies, but it could never get past TBIM.
