Honestly a 2. I would've said something different back in 2010. However, Gaga has gotten so crazy that most of the GP in the US just tune her completely out no matter what. It's hard to have influence when people explicitly won't let you.
Her hit songs are already forgotten and musically she didn't bring anything new to the table. She's just an average singer and she has yet to deliver a high quality, innovative and memorable album/video.
