While having a sexual or romantic preference for particular ethnicities is not racist, advertising one's preference for a particular color or ethnic group is.
Racism necessarily involves a comparative judgment. The underlying thought is that some races are naturally superior to others. When a person says, "I'm only into white guys, not blacks or Asians," he isn't expressing some sort of neutral preference. Rather, he is presupposing that white men are, on the whole, aesthetically (and therefore naturally) superior to black and Asian men.
Actually it has been proven with changes to your environment you can find other groups of people attractive.
Obviously that doesn't work all the time but it does and can happen.
It's extremely racist and people will justify it with the "well what about women excuse" or "it's just my preference"
Our attraction to men is biologically predetermined, but our attraction to race isn't because there are no extreme biological distinctions between races.
As for the "just my preference" excuse, I'm sure it is and that's because of the socio-political constructs that teach men that people of color (mostly Blacks and asians) are undesirable or have undesirable qualities.
