I think it's very "Beyoncé" to do a surprise release. If you look at who she is closely associated with (Kanye & Jay-Z) you'll see that both of them gave very minimal notice that their albums were coming out. The same could be said for JT who she was working with. So it's quite possible that the idea came from Parkwood, inspired by these things.
Regardless, Beyoncé is the one to actually do it so it doesn't matter who thought of it, it matters who executed it.
Also, all Columbia would have had to do was announce a release date for her album and the hype would be back up right away. Add a new single release date, the release, the first music video, a major performance and viola: hype again.
