Clearly since X's last #1 was in 2011, and Bee's was in 2008. Time shows truth.
umm because she was features on maroon 5's lead single, the band that radio will constantly overplay anything that they put out, while beyonce's last #1 was her own song and also has massive cultural impact.

MLJ was the 4th single on Hands All Over, and the other 3 failed to go top 10. Thanks to X a change happened, and M5 finally got a 2nd #1. The song was 25x bigger than Single Ladies, and had way more impact on top of actually being global instead of going #1 in just 2 countries. Don't lie anymore!

Maroon 5 was struggling before Moves Like Jagger, no one was checking for him outside of The Voice. The song smashed out of nowhere and became one of the most successful songs of all time.
Beyoncé had a #2 a few months ago though..and a #1, double-platinum album
She's also currently a major touring force, while maintaining a high level cultural relevancy
What makes you think she couldn't score a #1 with a properly handled release?
As for Britney, X, & Madge...I just don't see it happening
