Releasing some pop singles doesn't change the fact that they are, generally speaking, R&B/Urban supported artists
While Justin definitely does have Urban influenced music, style, culture, etc and does get the "black pass" he's still, generally speaking, a pop supported artist so I don't think it's fair to include him in this.
