Urban domination mixed with radio ban for a few years. But her hits are still big despite not reaching #1.
Pretty sure Toxic (#9 peak) sold more than #1 song of the decade (We Belong Together) while being released a year earlier.
+ stuff like Oops I Did It Again had limited release to increase albums sales. It's still one of the biggest pop hits of the decade despite peaking at #9.

At the end of the day, it doesn't really matter. It takes more than number ones to have songs that will be remembered years later.
Toxic, Slave 4 U and Oops!...I Did It Again never went to #1 in the US, they were successful worldwilde though and are among her signatures songs. People remember these songs still today. So whatever.

There is a combination of things. For one, radio played a huge part in chart performances on the HOT 100. Britney never was a cross-format artist like some others, which hurts her really. Jive didn't believe in releasing her physical singles because they wanted to maximize as much as they can on album sales....mission accomplished. She got diamond albums because of that strategy. Britney only had a handful of songs that got physical releases from BOMT to the Britney era. After that, you also can contribute the blacklisting on Pop radio as a big blow to her charting because Clearchannel were not happy with Team Britney after the DWAD tour debacle.

When emphasis on the HOT 100 shifting heavy airplay to sales, with the rise of the digital era, Britney got 3 solo #1's and 1 featured #1 because of that updated formula. Urban and Contemporary music were able to take advantage of the #1 slots back then because of the airplay emphasis as previously mentioned on the last page.

The answer to your question basically was a multitude of contributing factors.

But speaking of the thread's topic, I find it much more surprising how some artists with appeal on Pop, Rhythmic, Urban and even AC radio/public sometimes instead of only Pop like Britney only have 5 Hot 100 #1s as well.

Nothing is a reach, if you actually looked at charts you'd know facts.

The facts were from 2002-2004 nothing Pop went #1, due to Urban dominating therefore she wouldn't have gone #1 anyways.

MTV and TRL play doesn't count towards the Hot 100, so idk why you're acting as if that's a receipt?...

I also don't know why you think big album sales = automatic #1 single. One Direction, also a teen fad has never gotten a #1 or a #1 hit on radio.

Britney's music from the 01-04 radio ban was more urban than ever. Still pop, but heavily leaning towards urban.
