She elevated the pop music game. Aside from of course helping making electro-pop the dominant sound on pop radio, she made more subtle changes to the game. If you look at the imagery and look of female pop stars pre and post Gaga, you can spot the difference.
Her impact on music is hard to measure, but she arguably brought back electro pop and avant garde fashion to mainstream (music videos, red carpets). Not saying she INVENTED that.

Well speaking for my fave, there wasn't any big difference.
And it's been said time and time again; Rihanna, Nelly Furtado, Justin T, Madonna e.t.c had already done dancepop songs way before Gaga. Thinking she's responsible for that trend is just preposterous.
