I sort of get what you actually mean, even though it sounds a bit too generalizing. In part it probably has to do with the fact that some first generation immigrants were not used to driving before getting to Miami, or bring bad habits with them that are difficult to correct. But to be quite honest, some of the worst drivers I've encountered when I visit Miami are Haitians (even my Haitian friends joke about the fact that they are supposedly the worst drivers in the world) and elderly white folks.
Ps./ Even though Latino is indeed not a "race" you cannot deny that there is prejudice and "racism" against people of Spanish/Latin American descent. But that is not the topic of this thread, so I will not elaborate.
