There is no such certification that I know of. By the year 2030 she will have released new albums so this one will be irrelevant to the fans by then, I won't be counting sales then though, I'll be an adult and have more things to worry about than my favorite celebrity (or one of them).

I love her new album, but then again, i've only seen one promotion for the album and that was an interview she did for a local news station in (I believe) California. No promo sux, but IMO she should have done something about it.
It's been said before: Unless you're name is Miley Cyrus or the Jonas Brothers, HR will give you almost no promo.
