Katy if we go by the writing credits... But we don't really know how much she writes, especially now her songs seem so prepackaged. Her guitar skills seem very limited as well. Rihanna has more of an artistic taste even though her talents seem more limited in music (but she is a good stylist and ok actress)
I like Rihanna a lot more as an artist. But I don't think one is that much more talented than the other.
Rihanna generally sounds better than Katy but Katy has the instrumental talents though I'm not familiar enough with her to be able to actually rate her skill at guitar.

Katy Perry, she's the most complete artist of our generation she sings live always including the chrous, she dances cute, she makes fun performances with effects , her official videos are the best in the female pop industry, she's so beautiful, she writes great songs like Thinking Of You and This Moment, lova ha!!
