I don't think Nicki has used many gimmicks, aside from the little phase she had when everyone accused her of copying Gaga, and being a sell-out with the catchy pop music (SuperBass and Starships are the singles she's known for)

Gaga's career wouldn't even have started without the gimmicks. Sure, she had a couple of hits before, but that would've been it.

Gaga has toned it down as well, at least at award shows. Yes her candid appearances are still sometimes whack but it's just art.

This is very wrong, they've both toned down their looks for performances/songs/appearances and it worked well.

Those 2 ladies don't need the gimmicks because they managed to not become gimmicks themselves, they're just 2 women who use gimmicks.

Toning down occasionally has worked for Gaga, we'll know if it did for Nicki by her next album.

Nicki was always less gimmicky. Adele basically destroyed the effectiveness of gimmicks, which would explain the artpop era's failed use of them.

Nicki used Gimmicks the most. Gagas gimmicks were only physical, but not very prevalent in her music. While it is shown in both. BUT, Nicki is said to have less personas in her music so the answer is...Neither.
