Gaga sells in bulk - Katy does as well, but with the discounts. But in general, Gaga is the bigger star and sells more singles in general, so Gaga is the answer
The only song of hers that hasn't crossed a million is "Thinking Of You" and the lowest selling single after that is "Waking Up In Vegas" with 2.1 million.
All of her singles from the TD era sold a minimum of two million copies. 13/14 of her singles have gone 2x platinum (and even then TOY is only a few copies short of selling one million), she has four 5x platinum singles and one 6x platinum single. Even now the TD album is still selling on iTunes. The consistency is REAL.

Whenever she discounted her singles they were only discounted for a week, 2 weeks at tops. Most of her sales came from the original price.
