Honestly I'm not surprised by Hilary's placement. Even though Raven didn't have the album sales, she had a lot more impact. Hilary is more remembered as being Lizzie McGuire while Raven Symone is remembered for being Raven Symone.
The fact that Justin is #1 over people like the Olsen twins, Miley, Britney, Hilary, Urkel, Amanda Bynes, Melissa Joan Hart, the Mowry twins, Kenan & Kel, and a lot of other people that had a MUCH bigger impact over kids in the last 20 years, it was just an incredibly horrible way to end this countdown!
