The nominees this year make it look more and more like they are leaning towards popularity, though. It's sad but just look at the nominees for Best New Artist: Ciara, Sugarland, Fall Out Boy, Keane and John Legend. Out of those, Ciara has had a few HUGE singles, Sugarland has been big on Country radio, Fall Out Boy has been big on both rock and pop radio, John Legend is big on Urban radio. Keane is the only one who hasn't had a big, major hit but they did have "Somewhere Only We Know" too.
I figured Bloc Party would at least get something, maybe a nod in the wretched BNA category, but I guess you have to be popular to get a Grammy nod nowadays.
