Ke$ha,Britney, and Kelly.
Their music is so interchangeable with their past stuff that you can put all or most of their newmaterial with their old stuff, and no one could tell the difference.

SOS paved the way for dance back in the Top 40 too, back in 2006 before any of the other pop girls with the exception of Britney Spears. By the way, Rihanna evolved more than any of the pop girls. Listen to Music of the Sun, Good Girl Gone Bad, and Rated R and they sound nothing alike. Born This Way is just the Fame Monster on steroids which was its downfall.

Ke$ha has not evolved, Lady GaGa has not evolved, P!nk has not evolved, Katy has not evolved, Kelly has not evolved and Avril has not evolved.
If you want a reason, Ke$ha has been doing the YOLO theme for too long, GaGa is just trying to shock everyone each album, single and video at a time, P!nk has been doing the same thing, recycling the same stuff over and over again, Katy... well, Katy is Loki, oops, Katy, Kelly has also been recycling those wannabe female empowering songs and Avril... well, Avril is Kroeger, oops, Avril.

Kesha hasn't evolved. The same generic songs for (3) albums now.
Katy devolved and regressed from OOTB to TD.
Rihanna constantly changes the theme/sound of the albums so I would say she has "evolved"
Same with Gaga/Beyoncé
The others I don't really know/want to spend time thinking about.

Pink - I love her but her sounds is exactly the same each album!! Maybe that's the the records i play the most are her debut and Try This.
Britney She has changed her style but i think for worst! For me she was evolving till In the Zone (which i love) and after that it was a disaster, at least for me, i stopped looking for her music.
I also voted for Avril...
