Have success in your own home first. Apparently the US and Japan are the hardest market to crack. When you have success in your home then go WW. Its always good to have a firm base, then to be spread around with no support.

It really depends on the artist, genre and target audience.

But when it comes down to it, I'd rather be a superstar in the US than be a familiar name in a fair amount of countries internationally.
