I suppose she had the (R&B) album ready in 2009. But then she wrote Sugar for Flo Rida in 2009, which was more dance-pop. She liked the genre so much that she wanted to a dance-pop album instead of R&B. So all the R&B material was scrapped. She also released a "mixtape" called Wynter Time in 2008.
Surveillance was from that mixtape and was supposed to be on the album, i think.

Well I recently Found a CD called "The Cure for Wynter" with tones of sons by her and is sooooooooooooooooo good
It has songs like Surveillance part2; rotten apple: slow motion; wynter;... is soo good

I'm pretty sure some songs leaked, and "Surveillance" may have been the only "official" release.
"Surveillance" found its way on her debut mixtape, The Trouble With Wynter, in a remixed dance form in 2009.
The R&B version, now called "Surveillance Part II," found its way onto an R&B tape called, The Cure For Wynter.
why is "Back to You" so ****ing flawless? every time I listen to that song, it's like the first time.
Right? It's so emotional and brilliant.

When I first started writing this “passion project ” it was like an ode to the 90s or phil collins .. but its taking a turn toward some sad subject matter . I hope you guys are willing to cry , and think with me . I have so much **** locked away , so many emotions , I swear 2012 is the year of change , everything is coming to the surface

I didn't read it like that. I think she's releasing the album everywhere, but releasing a full album in the US is significant to her.

I don't think the studio version has been released yet. The live version sounded so good, I need to hear the studio version and blast it!
