The answer is Whitney. She was the global superstar IT girl of 1992. She was the leading actress of the second biggest movie of the year WW and she sang the biggest song of the year (and one of the biggest of all-time). Celine was very successful too but Titanic was never HER moment. The movie was iconic, Rose and Jack were iconic, My Heart Will Go On was a monster, but CELINE was never the center of the attention in 1997/1998.

Whitney appealed to young and old, western and non-western because she had more pop hits. Stuff you could dance to, sing along to, etc. She was also a bit more fashion forward, especially in the 80s, so Whitney was as a beauty icon. People looked up to her in more ways than one.
Celine never really reached that icon status during her prime. She was always a respected balladeer, but she wasn't an MTV icon, if you will. I think, despite her huge sales, she was very one-note and so her audience was always the same. Mostly a mature crowd, which is why she was able to sustain.

That's tea, Celine ha globalness is undeniable but Whitney's music is more universal, her bops are still being played all around teh werld. I dunno about y'all but i hear IWALY on radio/tv wayyyy more than MHWGO for example.

Isn't Whitney's only huge album a soundtrack?
Obviously Céline, no competition. The one who sold 60 million albums in two years (90 if you count Titanic Soundtrack since it sold so well due to her song).

Her debut album is estimated at 24 million, not 30 million. Plus, The Bodyguard is not her album.
Céline has two consecutive 30 million sellers. They sold less than Whitney's debut in the US and yet, they sold 6 million more in total. I guess the answer is pretty clear.
