Toy Story 3 made 1 billion dollars worldwide. And since Tangled is Disney's last princess movie, I think they wanted the quality of the film to be top notch, and expect it to make a lot of money like TS3 did. It too was the last movie in a "series". Haven't seen Tangled yet, but reviews are good.
I haven't seen Tangled so I can't compare it to TS3, but nowadays, in general, making animated movies is becoming more and more expensive. (I mean, take Pixar as an example and see it for yourself: http://en.wikipedia.org/wiki/List_of_Pixar_films).

I haven't watched the film so I can't compare and contrast the graphics, but I hope they make their budget back, It's getting good reviews and once the film hits my place, I'll watched it...
But if this is really true, I can't believe how Disney spent that much money on this film...... The movie was even unheard that much during it's pre-release in theaters, It's just one of those movies that sprung up interest when critics gave favorable scores...
It's like they expect a miracle. ...and I always question these critics as if we all have the same taste as them. Hate it if any of the critics were paid to give positive comments.

They've changed the titles, changed the actors & DONT FORGET its a musical.
This movie is lucky it even got finished, and those Budget numbers are correct.
