Maybe you're right with Mi Plan Remixes, but "Fuerte" video was shot long time ago, they need to release it as they promised but they waited so long and Mi Plan was getting so old, so it was unnecessary to release it as the fourth single, maybe that's why they decided to remix it as a reedition album and to include the new spanglish version.
And for the Best Of Album, she going to release it because the label was not happy with the idea of a spanish album, and they agreed to release an english album next year, so it was the best excuse for a Greatest Hits album. It's been ten years of career already, I think it's time for this one, I don't have problems with that. I know they always talked about Lifestyle coming out this year, it's obviously this was the album for the agreedment, but I don't know maybe Nelly realized she needs more time like she used to need for a inedit album. And I'm happy she's taking her time, I know it's gonna be a great album.
