I don't believe that he bought his chart positions. Views is a streaming monster that gets over 100M streams per week and the Billboard 200 chart incorporates streaming so even if he bought his chart positions, he'd still be #1.
However, I do believe he's depressed. Didn't he say he stopped talking to Nicki? You can tell that Nicki brought a lot of joy into Drake's life and without Nicki, a good percentage of his joy is now gone (no shade).

I would be depressed too if I was #1 for all these weeks, yet people barely know my album sans my hits unlike Lemonade for instance, which generated so much buzz, talk, etc.. #1 on the charts, but not in real life. The perks of releasing close to Queen B I guess.
Wait, I didn't know you could buy streams, I thought people were actually streaming the hell out off Views which is why it's pure sales are relatively low.
Exaggerating your streams and relatively low pure sales? No shade but that sounds messy.
