Miley is more successful by the numbers but Hilary is, has been and will always be more iconic.
Without Hilary Duff, nobody would care about Miley or Hannah Montana. Lizzie McGuire changed the entire format of Disney Channel original programming and Hilary broke barriers for Disney acts to even be accepted in the mainstream pop world.
Miley is definitely more successful in basically every field but I suppose it's up to personal opinion who's more iconic/remembered/etc. For me it's Miley though.
P.S: Out of the two Miley is the only one getting work atm she has Two & A Half Men had a movie out and she is working on her 4th solo studio album....

At the end of the day the good sis Raven is established and can take a break like she did before and still get work.
