Well in 2003/2004 Beyonce had a bigger peak because she was not only selling millions of albums, setting records for weeks at #1, and winning a record amount of Grammy's but she had adoration and respect from the public. Avril was branded as a bratty rebellious teen, whereas Beyonce was a powerhouse diva getting acclaim from critics and legends alike.
Avril might have bested her in some departments, but as a whole, taking into consideration all the elements of a career, Beyonce had a bigger peak.
Not bigger than any of those 
Also her skater boy fashion was really big and she kinda spearheaded the revival of Rock Music on charts even tho it did not manifest in best of ways
