Britney sold a lot of albums through music clubs. They were very popular until early 00's and that's why BOMT is certified 14x platinum & Oops... 10x platinum.

3rd album Britney sold well through the Music Clubs:
4,355,000 (Nielsen SoundScan) + 588,000 sold at BMG Music Clubs = 4,943,000
Her 3rd album should be already certified 5x platinum. If you add the other Music Clubs sales besides BMG, it already passed the 5 million mark, but the RIAA still have the album at 4x platinum because Britney's label is too lazy to update her certifications.
