It doesn't mean that right now you can buy cigarettes if you're born after 2000; the law is that you need to be 18+ to buy them. What this new law proposes is that, when they turn 18, people who are born in the year 2000 and onwards will no longer be able to buy cigarettes. It's an attempt at moving towards complete banning of tobacco sale in the UK completely by phasing out an entire generation of potential future smokers.
Anyone whose date of birth is 1999 or earlier would still be able to buy tobacco products if they're 18+. But still, it's a step in the right direction imo. I can see it being difficult to regulate though, I mean people could understandably argue that there's age discrimination going on here I guess.
