I think it will happen. A lot of things that were really good happened to her in the past year, and she got a lot of praise from many people for an amazing job she did with those things. If a top 10 doesn't happen, it is what it is. The music is more important.
If even a heavily promoted Katy single fails to go top 10 it's gonna be difficult for Gaga. This post is entirely on-topic by the way, as it compares results from other main pop girl singles.

Of course you'd leave out her last actual lead single Applause that peaked at #4 but included some covers of jazz standards that are almost a century old and were not sent to radio to discredit her.
