Hmm, I keep thinking about this. I think that it's fair to say she's increased in fame with every era, even with the "incident" before Rated R, was still very well-known and everything. I think that her team will try to keep on track with Stargate, and at this rate of one album or re-release a year.. I feel after the next album/re-release Rihanna will take a longer break than usual, but I say we get 1-2 #1s if a re-release, 3 if we get a full album next. If she has around 4 or 5 more albums by say 2019, I think she'll be near around that number.
The real problem though with this question is the fact I'm going under the assumption that we're gonna have an album out every one or two years, that nothing bad happens to her or her reputation.... and everyone changes their music style at one point. From album to album, Rihanna's music has changed. So I think it depends on how she changes it each time and how often she releases albums. To be honest, 19+ #1s would be cool, but I'd prefer to have amazing music that never hits #1 on the Hot 100 again than 21 #1s but they're all music I hate.
For those thinking "tl;dr," it depends on the music itself and her album intervals.

She doesn't. She's not all that exciting outside of her great, fun hits.
I don't think Mariah is a legend either. But at least she's considered a great vocalist outside of all her hits.

You know this how? She consistently grows each era. Rather it be commercially(with album sales, tour grosss etc) or critically acclaimed (Rated R) all in a years worth time span from each other. Not to mention her performances are getting better each year. So it's a possibility.

Why? She has all the makings of a legend.
145 million + albums sold, the aforementioned vocal skills, world record vocal range, record for most number 1s for a single artist and most weeks cumulative at number 1, most weeks at number 1 for a single song, many awards for her songs (although the Grammys continually snub her), Best selling R&B album of all time, 200 million records sold, making her one of the world's best selling music artists of all time, and a Christmas staple for her original single "All I Want For Christmas." Shall I go on?

Mariah is one of my all time favorites, but she is not a legend. Her music has never received acclaim and she has always been seen as a top notch vocalist with made for radio singles. She's never made a memorable video, worn a memorable outfit, gave a memorable performance, nothing. Her whole catalog of music is great (amazing in my opinion), but it's nothing different OR original. Mariah has always followed trends, made radio friendly singles and albums, and done whatever was needed to sell big.
Mariah will always be remembered as one of the greatest vocalists of all time, though. But a music legend? No way.
That word is thrown around so much here.

She'll be remembered for her hits. Umbrella won't be forgotten, there's not many songs that are truly timeless. "Legend" may be a stretch but she won't be forgotten, she's made too much of an impact.
Mariah is a legend, but I've always been a fan so my opinion is biased. Hero and We Belong Together are timeless, and let's not forget All I Want For Christmas. It's the highest charting Xmas song every year on iTunes.

I also think she has the makings to be a legend if she would hone in on her potential and take her craft a little more seriously. She's getting there though, Rated R showed that.

As for the question, yes she probably will. But #1s don't mean much. Rihanna's primary goal is to attain #1s, as shown by her shameless Twitter promotion.
Bands like Westlife and Take That are statistically almost up there with The Beatles, Elvis, and Madonna in the UK....but does that mean they are on the same level? Obviously not.
