Well, the U.S. takes up 33% of all music sales, so it does have some staggered importance over every other territory.
Shakira's name is dirt in the U.S.; that summarily affects her overall position.
As far as I'm concerned, album sales don't really mean **** anymore. If a girl can rack up hit single after hit single after hit single but the figures for her album are quite shiteous, she's still going on my A-list. I'll always place more importance on an album that nobody bought that was full of mega-hits than a nobody can name one single from my last era but I still sold well because of my reputation album.
Therefore, I say Ke$ha and Rihanna are A-list (for the time being).
