You did look at the top 10 right? Who are all currently active with the exception of Katy? And if you further analyzed, you'd see Hayden has only charted for one month. The only two charting higher than her who are not actively in the spotlight are Vanessa & Lindsay.
I believe with the right promo she could be just as successful as them. I would like to see her surpass Miley just to shut up the stans. Like others have said, the times have changed charts and rules are different.
What I do know for sure is that anything she releases will sound much better than We Cant Stop, Hilary would never stoop that low. Other than Miley Hilary actually has class.

Why would Hilary need to comeback? She's still such a huge force on E online and still finds success in books! Something the other girls aren't doing currently, which makes her just as successful!
Not to mention that she still charts on Saudi Arabian itunes, one of the most lucrative countries in the world!
I can't really see it happening. She was never really considered a "talent" was she? It always seemed like she was just given a music career because she was popular on the Disney channel.
However, we can't predict for sure but I would say that her album would have to be REALLY good for this to happen. It cannot be at all like her previous music either. Her fanbase has aged and that age demographic that exists now would not be into her.
I love Hilary, she's one of the first celebs I met but I don't think anyone in the GP even remembers her and if she had a comeback I don't think it would get much attention.
