I think everyone will pick the artist they're most partial to; however, I'll try to be objective.
I think in the early 2000s, Britney was the reigning queen in terms of album sales, whereas Christina tended to do better on radio while also having strong album sales (tho certainly not as strong as Britney's). Christina also received a lot of critical acclaim; however, unfortunately, both commercial and critical acclaim has eluded her solo career post Bionic. Britney maintained successful album sales throughout Femme Fatale, and she had better radio success the latter half of the decade.
In the mid-to-late decade, Beyonce started to reign, producing successful singles and albums; her critical acclaim is perhaps unparalleled from those on this list, as she definitely has more awards. Tho in my honest opinion, her discography is a mixed bag at best, with only her last two eras really producing solid work. My own personal preference tho...
Shakira perhaps on a global scale is one of the biggest stars; however, she's not been much of a factor compared to the rest when looking predominately at the US, which is one of the biggest markets.
Pink, while relatively successful on radio in the 2000s, has really just now started coming into her own force within the last few years, especially with her last era and tour. At her peak though, I don't think she's reached Britney, Bey, Xtina level of success. She's perhaps the most consistent though and/or most improved.
I don't think any single artist has 'ruled' over the others for the entire 2000s. However, if I had to narrow down the field a bit, I'd say Britney & Beyonce.
There are multiple factors to consider such as: album/single sales, touring, radio airplay, critical acclaim & awards, media attention, and overall GP attitude towards the artist.

According to the acclaimed prestigious TIME, only 2 of these listed artists are influential to the industry: Christina, and Beyonce. The rest aren't worth even being mentioned.

If you're going to count Beyonce being active since 1997. Then her career total numbers are 200 million+ records worldwide, 24 top 10's singles, 9 #1 singles, over 32 million albums sold in the U.S. etc. Female Artist of the decade of 00's.

Christina is a well respected vocalist; no one will argue that she's not as commercially successful as Britney. Also, from a popularity standpoint with the GP, Britney also wins. However, Xtina does not exist primarily because of Britney. Ludicrous.
Let me know when your fav is respected enough to be asked on collabs with Elton John, the Rolling Stones, Herbie Hancock, ... I could go on, but I won't.

Beyonce = Britney > X-Tina > P!nk > JLo > Shakira = Avril
Beyoncé had huge songs like Crazy In Love, Irreplaceable, and IIWAB, Single Ladies, and Halo which are all extremely memorable singles that defined her career and were some of the biggest hits of their respective charting periods. It'd be stupid to dispute against them. Britney had Toxic but her memorableness lies more in Britney Spears the person and not Britney Spears the pop star. She was the most searched person on Earth for a good 5 years running (for obvious reasons) and managed a successful comeback as well, so that shouldn't be written off.
X-Tina had Beautiful which is beyond memorable so that automatically places her above the other 4 women. P!nk has a ton of memorable singles including Get The Party Started, Who Knew, and So What, add that to her consistent radio airplay and album's success and that makes for nice ranking. J.Lo has Love Don't Cost A Thing, Get Right, and Jenny From The Block and they're memorable but not as much as P!nk's so I placed her below her for that reason.
Shakira and Avril are both two hit wonders in the US so that's why I placed them at the bottom. Shakira has Hips and Whenever, Wherever and Avril has Complicated and Girlfriend.

The only correct answer is Britney. She was the most popular artist in the United States AND worldwide for the larger part of the decade. Shakira and Beyoncé are probably tied for second place.
