It's the other way around. It's not that people think the state will do something without having a reason. It was in the article that they fired the guy who was responsible for making the deal with Lady Gaga, but it was not confirmed if the firing was connected to Gaga. That's all.
I agree, there's no need to panic. I think they would make themselves more clear in the article if there was a real risk of cancelling the footage.
