4 top 20 hits and 1.3M(and still charting) isn't as tragic as say, Lady Gaga or Mariah. there are plenty of other artists that dont even have the smidge of success Katy has and they all had 5th singles

you're acting like Katy is flopping ala Brandy or Mariah style. a letter from Katy's manager (even before the release of Birthday) hinted that Birthday, Legendary Lovers and WoA will be released so there's no point in this debate because they're gonna do it anyway

Yes a Top 20 is good to most artists -- but when you're an artist like Katy Perry, Rihanna, Bruno, etc having your 2nd single shoot down at Top 20 is a flop for their standards.
