The UK has rules regarding instant grats from albums

Each album can have 1 instant grat charting per album. Since Problem and Break Free are both instant grats, Ari's label decided to make Problem the chart eligible instant grat and therefor Break Free is ineligible

Thanks! I had heard about that rule but I guess I never realized that they didn't bother to release Problem as a normal standalone single on iTunes there. Kinda stupid though since Break Free is more than just a preorder track, now her real second single can't chart. Oh well, I guess they really want those album sales.
