No, pretty sure Bill from Billboard confirmed that instant gratifications tracks count.
The difference between an instant gratification track and an album track is that when you buy an album, you get the track, but you're not buying the album with a pre-order. What happens is the price from the pre-order is reduced by $1.29 to pay for the track. So the track is being paid for and any track paid for = a sale.
