Katy isn't forced by her label. She wanted to release Unconditionally, and her label supported it by paying for her to promote it with expensive performances. Dark Horse "replaced" Unconditionally because Uncle was over, there was nothing left to do for it after promoting it for months and it not going anywhere.
Katy actually has a lot of artistic freedom, considering she writes all her songs, I would imagine she doesn't have a problem with any of them being singles. She is just also very business-minded, she knows that she's a brand as well as an artist. She and her team are much smarter than most of her contemporaries.
