They can't call it a promo single, it's been officially sent for adds to radio (and confirmed many times it's the first single).
People on here joke about singles getting demoted to promo singles, but I can't think of a case where it actually happened before. Songs like Run the World, Live It Up, etc. are still counted as singles, once they get sent for adds on pop radio you can't go back on it.
Only cases are when they decide a single isn't going to be on the album anymore, or when they pull an adds date beforehand.
