I'm pretty sure that was the case because Carol is a much younger, naive and a bit crazy girl in the comics and has absolutely nothing to do with the tv show character, in fact I'm pretty sure Frank Darabont who was the producer in Season one when they greenlit the show FOUGHT to have her on the show, and I guess they just decided to give her the Carol character since her arc in the comics is of little relevance.
Melissa however was amazing in the role and starting from S2 they decided to buff her role a bit, and that continued every season with each new show frontrunner pushing her forward and forward and now she's basically the female lead of the show.
Which, lbr not a SINGLE person would have imagined would occur with the battered 40 year old jittery housewife from S01.
Melissa's role in S1 looking back is just so powerful, the way she played the sheer loss and the weight of her guilt and her weakness was HARROWING and very understated, every scene she was in was so loaded. I think that's why I've loved Carol so much, considering I instantly hated the character in the comics when I read'em.
