It came out less than three weeks ago. US radio stations don't put songs in power rotation that quickly, most of them are very careful. You see it time and time again that songs with a strong start then have to settle for lesser updates for a week or two before accelerating again.

Sure maybe it won't hit #1, but the song is far from over.

I don't understand why all of you have to dismiss any bit of success Gaga has, whether it was expected or not. Sure Applause didn't have Born This Way airplay history and isn't comparing to Roar's as of the moment, but that doesn't make it a flop. And that doesn't mean that it deserves to be drug into the ground the way some of you are treating it.
