First of all radio stations can tell if it's fans. When they see someone named something like @Beysus from Paris tweeting Z100 in NY, it's suspect.
Also on those Mediabase links, they can tell from your IP where you're located.
The general public doesn't know about Beyonce's 2nd single. An avalanche of requests can only mean it's coming from fans, esp since most fan requests come from people who aren't from the station's city or even country. It interferes with and drowns out actual requests from real listeners. DJs get annoyed. Adam Lambert was blacklisted from Open House Party (huge radio show) b/c of his fans' requests. I've heard this from actual DJs at some of the biggest stations.
At the end of the day, a song will sink or swim on its own merits. I doubt there are thousands of Pitbull, Adele or Katy fans mass requesting their songs.

Yea, I've heard about DJs getting pissy.
This one station in Alabama even insulted us & Chris Brown fans for kicking the requests into hyperdrive.
