I wouldn't count Bowie out. He'll get airplay at Active Rock, AAA, and Alternative with his latest material (more than he would've originally at AR & Alt); and they along with AC and Hot AC will put his older music back into rotation by demand. Hot AC may jump on his new song(s) too when they would've originally ignored it.
Remember the Frozen song by Idina Manziel Let It Go climbed to #5 with huge streaming and sales numbers in 2014 with very little airplay. I don't even think LIG reached the Top 100 on AI. And the Foo Fighters climbed up to 89 on AI last year, getting over 21 million impressions on just the Rock formats. So Bowie reaching the Top Ten seems feasible enough.
EDIT: We'll have to watch the official MB's AI for airplay of older Bowie songs since the Recurrent format airplay charts exclude "Gold" tracks. Except for this album and maybe 2013, MB would categorize all of Bowie's airplay as "Gold", and that doesn't show up on the airplay charts All Access shares.
