According to my reliable source in OGAE International, EBU expects with 90% of certainty that both Bulgaria and Ukraine will be back in 2016. The case of Turkey remains unclear.

Apart of these countries EBU is pushing hard for Slovakia to return I think either Croatia or Bosnia were more a priority for them...(maybe they think Croatia will be surely back? And Bosnia can't afford any participation?)
