Island would've definitely done a press release like they did "You Da One" for sites to promote. It's not crazy to think his power amongst programmers has changed since "Baby" came out January 2010.

To be honest, I think it's pretty obvious he doesn't have a deal. First of all, if he did have a deal, his days would have been larger since they adjusted the audience formula. Instead, his first day was lower than You Da One's. Similarly, his first three days each had very different AI updates, and radio deals are usually like clockwork. Third, every radio deal that's ever been officially done has been Friday-Sunday. This was the case with Born This Way, You Da One, Give Me All Your Luvin' and currently with JLO and Pitbull's new song. I don't believe Katy Perry had a radio deal. Fourth, his song is seeing huge updates across more than one format, and Clear Channel deals in the past targeted pop stations. Fifth, there has never been an instance of a radio deal lasting longer than 3 days, and his radio update today was his fourth radio update, and was even bigger than the two prior.
