It was not a surprise release. If Katy was releasing that day music execs would have known and postponed the release of Make Me to secure the number one. Britney's team would have done so if they knew Katy was releasing her single at the same time because of PG's performance they wanted to secure the number one.

The banner was in the tweet boo. It was released first BEFORE Katy's yet all you saw on iTunes were the banners for Rise. Katy had an exclusive deal with Apple and got priority over Britney. Katy was being greedy. It didn't work. Stay mad.
