usually, Greasy. Madonna for example has announced a new single literally weeks prior to an album. "4 Minutes" premiered 03.17.08,
Hard Candy 04.19.08. Now the tour didn't start until August, but you catch my drift. If you're powerful enough you don't need an elongated wait.
I think obviously with news she's been recording her album that the lead single will come this month (she is performing at the BRITs right? - February 20th). Then the album will be out mid-March, either the same week or week after Justin's. She'll do a small promo circuit then quickly enter the tour. It could fail, but not a completely unusual situation.
Rihanna's not the best example here since 95% of the time her albums are not completed when she releases the lead single.
