If you want to compare the decreases it has to be in relative terms.
Madonna had a 22% fall, while Gaga's was only 12%
Rihanna previously held the record at 19%.

As a madonna fan i must admit "give me all your luvin" is not a good song, it's too generic and juvenile even though it's catchy, i was expecting a much better first single from madonna but i'm glad the rest of the songs on MDNA will sound nothing like give me all your luvin as confirmed by madonna

No you can't use relative % change because then records will belong to songs with small AI. Just as example from yesterday's spin changes, so admit that GaGa still have this record:
