This is the third film he's directed, and I guess he's gotten some acclaim for directing the previous two (one of which coincidentally starred Nate Parker, lol). I'm not sure if he'll get into Best Director this year (Chazelle, Lee, Lonergan lead the category, but there's room)...
I'd be shocked not to see him in Lead Actor. He got nominated for Flight a few years ago, and Fences has a lot more hype behind it, and it's a more "Oscar-friendly" role. Plus Parker's controversy will push voters to the safer (and superior) Washington.

Because I don't think he is a good director, I mean maybe he improved but can he really be voted before the BP frontrunners get in?
Pablo Lorrain has two acclaimed movies this year, one of which is in contention for Foreign Language Film.
Barry Jenkins has the "Boyhood" of the year, which imo guarantees him a nomination on paper.
Clint Eastwood has another BO hit under his belt and many people thought he was snubbed for American Sniper, and unlike Washington he had been nominated and has wins in directing category before.
Jeff Nichols has one of the most positively received movies of the year with Loving.
Kenneth Lonergan also has a movie that seems like it is going to sweep in many categories.
And then Ang Lee and Damian Chazelle already has their places, with three empty slots I don't think Washington gets one of them.
For acting, I don't know I just think the Academy is in no rush to reward him again
