The referee made a mistake there, most probably because he havent seen what happened.
It wasnt a penalty, but it certainly should have been a free kick for Argentine.
Havent you heard about a term
"dangerous play"? Look it up then.
Its a form of play in which a player goes recklessly for a ball in a manner he can injure another player. And believe me, to collect a ball in a way you jump so high that you kick/knee another player in the head certainly falls into that category.
Dangerous play is a form of foul and should be always punished by a free kick on the goal and in some serious cases also with yellow or even red card.
By the way, I was rooting for Germany.
