Perhaps, you could be right, although I think they wanted a Girlfriend-ish song more than anything. Anyway, it was a big mess and an epic fail. And later they didn't even bother to promote Smile, another big mistake as 2nd single.

Epic is a subsidiary of RCA, right? or RCA could release an album from their list of Roster when Avril will be releasing

No, Epic would be a subsidiary of Sony Music, which is different. Both labels are subsidiary of Sony, but they are independent from each other. I don't know if they would be able to release old/unreleased songs from those she wrote when she was with them (Fine, Gone, Candy, and so on), or if she will be able to release any of those. Since they are both Sony labels, there shouldn't be any of those problems. Another thing would be if she had signed with a complete different music company, like Warner or Universal.

All I Ever Wanted by Kelly Clarkson never had a video too but we all know it was a single. Same thing happened to FTP. I was officially sent to radio and peaked at #31 on CHR/Pop

RCA is definitely the biggest reason

they could have promoted it like what they did on TBDT
they could have started her era not at the same time as Britney and Gaga
they could have let Avril do her "artistic" side and blame her if it underperforms
they could have release a song that represents the album for the lead single
